Gasbags are soakers. No one has time to soak when stegos get such a huge damage reduction and protect the rider. Tek turret splash will still damage the rider, if the turrets are overhead and targeted to players (sometimes even targeted to the stego), but good flak and beer will protect you long enough to get in melee or rocket range of the turrets in most cases.

riot shield. If they built it correctly, the turrets are firing before you get out of the water. Thus, you can't have a shield engaged to deflect. At least, if I'm remember correctly you can't block while still underwater. Underwater Caves are nigh on impossible to raid/siege if defended correctly.
