I just dl'd quartz so I could move the cast bar, and I actually like it better anyway so win win. Quartz to replace it with one you can move, but if you like the classic looking one, you could also use Move Anything addon that lets you move the default ui elements and re-size them. For example if you're casting and the talking head comes up then the cast bar will move to the top of the talking head and not overlap it.

Press Esc > Interface > Combat and see if "Cast action keybinds on key down" is checked. If it is, uncheck it, then try moving your abilities. They should no longer activate. So I had this problem for the longest time and it was driving me mad. I also assumed elvui had disabled it somehow. What I very recently found out was, its called the "mirror" bar and it was actually Gnosis (cast bar addon) that had disabled it. Re-enabled the mirror bar in gnosis and I'm back to having a breath bar.
