Character levels in BDO take a secondary role to character AP and DP. A level 61 player can master any grinding spot and excel in PVP with a good gear set. AP Cap for Gear: There is also a AP Cap (or Hardcap) in BDO that prevents you from going over a certain AP. Grinding to at least 58 is quite fast, even 59 isn't slow at all, and from there you should quest to 61.
