To determine which rod to adjust, place the lever in 1st or 3rd and watch to see which rod moved when you shift it into either gear.Try this with all 4 shift stations. From memory I think a syncro has a low reverse of 3.6 mph where a powershift is 2.1 mph (wide open throttle).

The 4020 (65 model) is doing the same as your tractor. If tractor sets a while, damp, seems clutch doesn't totally release.
