The general army rules are nowadays very condensed already. Look at any index to see that faction rule, detachment rule, 6 stratagems and 4 enhancements are all on the first couple of pages. Team tournaments typically have heavy, regular, and light terrain boards. Using WTC terrain proposals for singles 40k is a bad idea. Terrain in 9th is tricky. You want there to be enough terrain in each deployment zone that no one gets alphaed off the board.I'd rather start with a 40k TO/event accreditation system (similar to officiating in football) and build a framework that way.
