Its not just the starbase, fleet command limit is at 200 max, by time you do first first repeatable tech for +10 command limit your already at 200. There is no point at all in doing the repeatable tech then for command limit or starbase. Increasing the cap is gated behind repeatable tech which can take several years to perform.
