This is not entirely true. If Ryze were to be allowed to spam abilities in the early game he would unironically be broken. The mana cost buff is really big for his early game. The problem is as said in patch notes, this is not solving Ryze's problems. And his problem is really not that easy to solve at this point. with ryze i have 43% wr on top and like 60% in midlane, in almost 1000 games, i like play against teemo, singed, nasus, kayle, its easy to win, but a riven or aatrox is just hell. This is the correct answer. He is good at dealing with annoying top laners, bad against good top laners.

Ryze has a consistant way of applying it by spamming his abilites (EQ) I never heard a propair explaination to why no one uses it, in my expirience liandrys works grate vs tanky team combs. With meta favouring longer fights and everyone being tankier i think that consistant Burn + serpahs sustain make a great combination for a dps play style. Tip 3. Use it while you trade. A lot of champs in this game depend on skill shots, especially mages in mid lane. If you know you’re about to trade throw it down to instantly reposition you and your minions, which can lead to the enemy wasting abilities. Which leaves them defenseless against ryze instant ability resets.While teleporting Ryze and his allies are removed from the game meaning you can dodge Karthus ult and probably some other things I can't think of right now. Ryze can leave the portal and will still teleport if he gets back in the portal in time. This also works on minions, though I won't be getting into those uses in this guide.
