Depending on your hideout management level, you can get it a bit lower. When I was 6 fence I think mine was around 5-6.5min cooldown. Leveling up hideout management will increase the bonuses of intel center 3. I’m currently at a 50% reduction of my scav timer. Maybe stops people from being a scav main. Scav is not made to be your main character and never was. 25 min is default this patch. It was 20 at beginning of wipe but they changed it. They added 5 minutes to the base cooldown shortly after the most recent wipe. This would be why you see the time difference.
